Job Summary

This is a key leadership role responsible for the end-to-end delivery of building fabric services, ensuring safe, compliant, and high-quality outcomes across a diverse estate including education, care, public buildings, and heritage assets.
You will take ownership of all building fabric works, from PPM and reactive maintenance through to minor works and lifecycle projects, leading both directly employed teams and specialist subcontractors.

This role requires a hands-on, commercially aware leader who can drive performance, build strong client relationships, and ensure services are delivered efficiently, compliantly, and to the highest standards.

Key Responsibilities Include
(but not limited to):

Leadership & Delivery
• Lead and manage a team of Building Fabric Project Managers, Supervisors and Technicians, driving a high-performance, safety-first culture.
• Take full ownership of building fabric service delivery across a multi-site estate.
• Ensure effective resource planning using a blend of direct labour and trusted supply chain partners.
• Support mobilisation, service development, and continuous improvement initiatives.

Operational Management
• Oversee the delivery of:
o Planned Preventative Maintenance (PPM)
o Reactive and emergency works
o Minor works and project activity
• Ensure all works are delivered right first time, minimising disruption to building users.
• Manage delivery across sites of varying criticality, ensuring appropriate prioritisation and response.
• Provide technical leadership across all aspects of building fabric, including:
o Roofing, joinery, doors, windows
o Internal finishes and decoration
o Structural and external fabric
o Drainage and associated works
• Ensure works are effectively planned, coordinated, and executed in live environments.

Compliance & Health & Safety
• Lead compliance with all relevant legislation including CDM Regulations.
• Ensure robust production and review of RAMS, risk assessments, and safe systems of work.
• Manage works in occupied, high-risk environments, ensuring safe segregation and minimal disruption.
• Maintain strong controls around:
o Asbestos awareness and management
o Work at height
o Permit systems and site safety
• Drive a proactive safety culture, including audits, incident management, and continuous improvement.

Performance & Reporting
• Ensure all works are accurately recorded and managed through CAFM systems.
• Deliver performance in line with contract KPIs and SLAs, including:
o PPM compliance
o Response and resolution times
o Work-in-progress management
• Produce and review:
o Monthly operational and performance reports
o Financial and cost tracking reports
o Health & safety performance updates
• Ensure timely escalation of critical issues and risks.

Client & Stakeholder Management
• Act as the lead for all building fabric services, building strong and trusted client relationships.
• Attend regular performance and review meetings, providing clear updates and improvement plans.
• Ensure a proactive, solutions-focused approach to communication and issue resolution.

Commercial & Supply Chain Management
• Manage budgets across labour, materials, subcontractors, and minor works.
• Ensure strong commercial control and value for money across all activities.
• Procure, onboard, and manage subcontractors aligned with Corrigenda standards.
• Monitor supply chain performance, quality, and compliance.
• Identify opportunities for:
o Cost efficiencies
o Service improvements
o Additional works and revenue growth

Sustainability & Continuous Improvement
• Support delivery of sustainability and carbon reduction initiatives.
• Promote efficient use of materials, waste reduction, and responsible procurement.
• Drive innovation in materials, delivery methods, and service improvements.
• Contribute to wider business improvement and best practice initiatives.

Knowledge, Experience and Skills:

Essential
• Proven experience in a Building Fabric Manager / Contracts Manager role within an FM environment.
• Strong technical knowledge of building fabric maintenance and refurbishment.
• Experience delivering services across multi-site, operational estates.
• Understanding of KPI/SLA-driven contracts and CAFM systems.
• Experience managing both direct labour and subcontractor supply chains.

Qualifications
• NVQ Level 3 (or equivalent) in a relevant trade or construction discipline
• SMSTS (essential) / SSSTS (minimum)
• IOSH or NEBOSH (desirable)
• Membership of a relevant professional body (e.g. CIOB, IWFM) desirable
